Greater Manchester wins national awards for smart procurement and strong action on sustainability and social value

Greater Manchester Combined Authority (GMCA) has been recognised at the Public Finance Awards 2025, winning two major categories that highlight its practical, people-focused approach to public spending.

The Outstanding Procurement Initiative award was given for GMCA’s work on home energy improvement programmes. As part of the work, they set up a new list of approved installers to deliver home energy upgrades, using a smarter buying process that also covered its own running costs.

The programme has delivered clear results:

    • More than 3,500 homes upgraded, helping residents stay warm and lower their energy bills

    • Average savings of £566 per household each year

    • Over 12,000 tonnes of carbon emissions cut annually

    • 172 jobs supported and 26 apprenticeships created through social value commitments

GMCA also won Delivering Sustainability and Social Value for the Renew Hub, delivered with SUEZ recycling and recovery UK. The Renew Hub focuses on reuse and repair and is now the largest reuse facility in the UK. It works with councils, charities and community groups to give unwanted items a second life.

Since launching, the Renew Hub has achieved:

    • 364,000 items reused instead of thrown away

    • £2 million raised since 2021

    • £1.1 million shared with 90 community groups and

    • £100,000 each year donated to the Greater Manchester Mayor’s Charity

Judges praised GMCA for putting sustainability, social value and long-term benefits at the heart of its decisions, setting a strong example for public organisations across the UK.
